What is Gang Stalking?
Gang Stalking is a covert investigation that is opened on an individual. The individual is then placed under overt and covert forms of surveillance. The person is followed around 24/7. Foot patrols and vehicle patrols are used to follow the Individual around, as part of the monitoring process. During these patrols a one handed sign language is used to assist the citizen informants with communicating to each other.
Gang Stalking is also systemic form of control, which seeks to control every aspect of a Targeted Individuals life. Gang Stalking has many similarities to workplace mobbing, but takes place outside in the community. It called Gang Stalking, because the target is followed around and placed under intrusive and directed surveillance by groups of organised “Covert Human Intelligence Sources” also known as Citizen Informants 24/7. Using anti-terror laws to spy on ordinary people.
Many Targeted Individuals are harassed and placed under surveillance in this way for months or even years before they realise that they are being targeted by an organised protocol of harassment.
What happens during this Gang Stalking surveillance is very similar to what happened to many innocent individuals in the former East Germany or Activists and Dissidents in Russia. Many innocent people in the former East Germany would be targeted for these harassment programs, and then their friends, family, and the community at large would be used to monitor, prosecute, and harass them. In Russia it was used by the state to declare activist, dissidents or anyone they thought to be an enemy of the state as mentally unfit and many were institutionalised using this form of systemic control.
The closest thing to Gang Stalking that democratic countries have seen before this is McCarthyism, Cointelpro, and RED SQUAD programs. Red Squad programs were used for monitoring, and harassment of various groups. They have been in place for over a hundred years, and they also employed Covert Human Intelligence Sources.
Civilian Spies, also known as “Covert Human Intelligence Sources” are recruited from every level and sector of society. Just like with Cointelpro investigations, everyone in the targets life is made a part of this ongoing never ending, systemic psychological harassment and manipulation of the target. These actions are specifically designed to control the target and to keep them in line. These actions are also designed to destroy the target over years, make them look crazy and leave them with no form of support.
For the targets of this harassment, Gang Stalking is experienced as a covert psychological, emotional and physical attack, that is capable of immobilizing and destroying a target over time. For the state it’s a way to keep the targets in line, control them, or destroy them.
Worldwide programs of control and conformity have been used with equal success and lethality. What we are seeing now is a global co-ordinated and organised effort of control and conformity. Many countries around the world are currently using a model of policing called: Community Oriented Policing. It’s described as a systemic approach to policing. It focuses on instilling a sense of community within a geographically located neighborhood. Communities come together and discuss what values they would like to have in their community, community development, and it’s also a time to discuss any problems that might be happening in a specific area. If a problem is identified an investigation might be opened. These local programs in many countries have been forming partnerships with other government run programs at, provincial, state and federal levels. Reports of Gang Stalking are not only coming in from democratic countries, but they are coming in from many other countries as well.
The modern day systemic form of control could only be funded at higher governmental levels, just like it has in other societies where these similar types of harassment programs have been implemented. It’s all part of a system of control and conformity that has been in place for many years. A system of control with many local groups and appendages taking part.
What are the goals of Gang Stalking?
The goal is to isolate the target from all forms of support, so that the target can be set up in the future for arrest, institutionalisation, or forced suicide. Other goals of this harassment is to destroy the targets reputation and credibility. Make the target look crazy or unstable.
Other goals involve sensitizing the target to every day stimuli’s as a form of control, which is used to control targets when they get out of line. Once the target is sensitized, the Citizen Informants have an easier time identifying the Targeted Individual in public.
These programs are designed to make the targets of this harassment vulnerable, they want to make them destitute. The secondary goals seems to be to make the target homeless, jobless, give them a breakdown, and the primary goals seems to be to drive the target to forced suicide, just like what they did with some of the targets of Cointelpro. It’s a useful way of eliminating perceived enemies of the state.
What are other Names for Gang Stalking?
There are many names for this form of systemic control and harassment. Under the Gang Stalking label you will also find such terms as Organised Stalking, Cause Stalking, Multi-Stalking, Community Mobbing, but it’s all part of the same harassment protocol. What many people do not realise is that Gang Stalking is just one appendage of this systemic form of control. There are other forms of control used to repress, and keep individuals in line. Other forms or appendages include, but are not limited to: Mobbing, Cointelpro, The Buzzsaw, Covert War, Electronic Harassment, etc. These are the just some of the names being given to a very old game, that is once again being played by governments on their unsuspecting citizens.
How are targets chosen?
Targets can be chosen because of many reasons. They can be chosen for political views. They can be chosen for whistle-blowing. They can be chosen because they belong to a dissident movement. They can be chosen because they asserted there rights at work. They can be chosen because they made the wrong enemy. Were considered to be too outspoken, unwittingly investigated something that the state did not want investigated, signed a petition, wrote a letter. They were deemed as suspicious by a civilian spy/snitch and their names were handed over.
It’s becoming apparent that targets might be chosen for this systemic form of control, if they are not already in some way a part of this controlled system. Eg. Many Targeted Individuals seem to be unaware that large chunks of our society are now being used as Citizen Informants.
Who gets targeted?
Targeting can happen to anyone in society. In the past primary targets of programs such as Cointelpro have been minorities. Targeting however can happen to anyone. Individuals are often targeted for being outspoken, whistle blowers, dissidents, people who go up against wealthy corporations, woman’s groups, (single) women, anti-war proponents, individuals identified or targeted as problems at these community meetings, and other innocent individuals. The majority of the targets are often not aware that they are being targeted in this way. When a target moves, changes jobs, the harassment still continues. Every time the target moves, the same information, lies, and slander will be spread out into the new community and the systemic monitoring and harassment will continue. Traits of those targeted
Who takes part?
People from all walks of life are being recruited to be the eyes and ears of the state. People from all races, ages, genders. Every sector of society that you can think of is a part of this. Civilian Spies/Snitches include, but are not limited to: General labourers, the wealthy, bikers, drug dealers, drug users, street people, punks, hip hop culture, KKK, black activists, church groups, youth groups, Fire Fighters, police officers, lawyers, health care workers, store keepers, maids, janitors, cable installers, phone repair persons, mail carriers, locksmiths, electricians, etc. There really is no minimum or maximum age range. An article came out recently in the Uk, saying they were recruiting children as young as eight years old to be Covert Human Intelligence Sources.
Some of these citizens might be recruited via programs such as, Citizen Corp, Weed and Seed, Citizens On Phone Patrol, (COPP), City Watch, T.I.P.S. Many started with good intentions to help patrol and monitor their cities and neighbourhoods. Others are recruited via their families, others at school, others at work. Since every sector, class, race in society takes part, recruitment is multi-faceted.
Many do not understand or care that the end consequence of this harassment protocol is to destroy a person.
Why people participate in Gang Stalking?
There are many reasons that someone takes part in this activity.
1. Some do it for the sense of power that it gives them.
2. Others do this as a way to make friends and keep friends. It’s something social and fun for them to do. Many in society use the one handed sign language to communicate and it’s very effective in breaking down race, gender, age, social barriers.
3. Others are forced or black mailed by the State or the police into taking part.
4. They are told that they are part of homeland or national security and being used to help keep and eye on dangerous or emotionally disturbed individuals. They see themselves as heroic spies for the state.
Civilian spies can come from a variety of different programs such as the Citizen Corp, Citizen On Phone Patrol COPP, Weed and Seed, T.I.P.S., City Watch or some other centralized government program used for patrolling and monitoring cities.
5. Others are just local thugs or Informants who are already being used for other activities, and their energies are just diverted over into these community spy programs. Eg. Some may be given the choice of Spying for the State or the police vs going to jail.
6. Others are told outright lies and slander about the target to get them to go along with ruining the targets life.
7. Many are however just average citizens who have been recruited by the state the same way citizens were recruited in the former East Germany and other countries. It’s the way the society is.
What are some techniques used against targets?
A few of the most common techniques are listed below.
a) Classical conditioning.
Getting a Targeted Individual sensitized to an everyday stimuli. The targeted individual over a period of months, or even years is negatively sensitised to an everyday stimuli, which is then used to harass them. It’s used out in public to let them know they are constantly being harassed and monitored. Some examples of everyday stimulus that might be used include: sounds, colors, patterns, actions. Eg. Red, white, yellow, strips, pens clicking, key jangling, loud coughing, loud whistling, loud smacking of clapping of hands together, cell phones, laptops, etc.
b) 24/7 Surveillance This will involve following the target everywhere they go. Learning about the target. Where they shop, work, play, who their friends and family are. Getting close to the target, moving into the community or apartment where they live, across the street. Monitoring the targets phone, house, and computer activity. Surveillance Policy.
c) Isolation of said target.
This is done via slander campaigns, and lies. Eg. People in the targets community are told that the target is a thief, into drugs, a prostitute, pedophile, crazy, in trouble for something, needs to be watched. Files will even be produced on the target, shown to neighbours, family, store keepers.
d) Noise and mimicking campaigns.
Disrupting the targets life, sleep with loud power tools, construction, stereos, doors slamming, etc. Talking in public about private things in the targets life. Mimicking actions of the target. Basically letting the target know that they are in the targets life. Daily interferences, nothing that would be too overt to the untrained eye, but psychologically degrading and damaging to the target over time.
e) Everyday life breaks and street theatre.
Flat tires, sleep deprivation, drugging food, putting dirt on targets property. Mass strangers doing things in public to annoy targets. These strangers might get text messaged to be at a specific time and place, and perform a specific action.
It might seem harmless to these Citizen Informants, but it could be causing great psychological trauma for the target. Eg. Blocking targets path, getting ahead of them in line, cutting or boxing them in on the road, saying or doing things to elicit a response from targets. Etc. It’s like the death of a thousand paper cuts. One or two minor incidents will not cause any harm to the target, but over time the target is slowly worn down.
Where does the support or funding for this come from?
Though Gang Stalking itself is immoral and unethical in nature, programs such as this in democratic countries, and none democratic countries have always been funded by the Government. They are the only ones with enough money, coordination, and power to keep such a system in place. These Co-ordinated efforts then join hands with others for this systemic form of control and harassment.

What can you do to help?
1. If you know someone who is being targeted in this way please don’t go along with it. Don’t assume that the person is guilty or a bad person. Many innocent people are currently being targeted, and people are being told lies. This form of harassment is systemic and it’s about state control and conformity. The express goal of this harassment is to destroy the individual over time.
2. If you are aware of someone being harassed in this way, subtly direct them to websites that deal with Gang Stalking, or sites for Targeted Individuals. Knowledge is power.
3. You can subtly offer your support to someone who is being unfairly treated, in very small little ways.
4. You can bring up the subject of Gang Stalking or Targeted Individuals.
6. You can subtly suggest that your local newspapers or community papers print articles about Targeted Individuals or even an write an objective piece about Gang Stalking.
How do participants communicate?
Communicate happens in a number of ways. When on the street or in cars patrolling, they use baseball or Stasi like signals. Citizen Informants also seem to get verbal ques via cellphone and earphones.
These include things like tapping the side of the nose, corner of the eye, brushing back the hair 3 times, the infamous double blink, etc.

What is Gang Stalking?
Gang Stalking is a systemic form of control, which seeks to destroy every aspect of a Targeted Individuals life. A target will be flagged by the community for various reasons, their information is sent out to the community at large, and they are followed around 24/7 by the members of the various communities that they are in.
The warning will go out to various places including stores, apartment rentals, future employers, communities that the target is visiting, doctors, fire departments, police, etc. A covert investigation might also be opened, and electronic, means used by the civilian spies/snitches as part of the overt and covert monitoring and surveillance process.
Individuals can be flagged designating them as having a history of aggressive or inappropriate behavior. This flagging system will follow the target if they move, change jobs, visit other areas. It let’s the community believe that they are persons who need to be watched or monitored.
“In the service sector this may require identifying to employees persons who have a history of aggressive or inappropriate behavior in the store, bar, mall or taxi.
The identity of the person and the nature of the risk must be given to staff likely to come into contact with that person. While workers have the right to know the risks, it is important to remember that this information cannot be indiscriminately distributed.
Community health and safety
A woman named Jane Clift in the U.K. went through a very similar type of flagging system. A warning marker was placed against her name designating her as potentially violent.
She sensed that, everywhere she went, there was “whispering, collaboration, people scurrying about”. “Everywhere I went – hospitals, GPs, libraries – anywhere at all, even if I phoned the fire service, as soon as my name went on to that system, it flagged up ‘violent person marker, only to be seen in twos, medium risk’.”

Jane Clift was targeted this way and spent four year clearing her name.
Individuals are being flagged without their knowledge. In many countries these flags might fall under community safety and health laws. It seems that employers, educational facilities, and community centers are in some cases flagging innocent individuals as a means of retaliation, silencing, or controlling members of society.
Maria Buffa, a former salaried employee in the personnel department at Ford World Headquarters in Dearborn, Michigan, said she, too, was sent to a psychiatrist after she filed a sexual harassment complaint in February 1999 against a woman co-worker. “You think, maybe I am the problem, else why would they be sending me to a psychiatrist,” she said. The psychiatrist Ford selected, Dr. Edward Dorsey of Midwest Health Center, made a report that said the only psychiatric symptom Buffa displayed was anxiety. Dorsey’s report said that the referral came from Ford’s medical department and was at least in part due to her complaints of sexual harassment. He also noted that the Ford doctor who referred Buffa cited a couple of “incidents”: She was seen yelling at someone, and she had shown up at a fitness center “wearing less than the usual amount of clothing for that physical activity.”
In April 1999, Buffa’s boss fired her “for the good of the company,” she recalled being told.
Psychiatric Reprisal
The individual is then placed under overt and covert forms of surveillance. Everywhere the Targeted Individual goes, their name is flagged. In a big city this could mean that thousands upon thousands of people are getting a flagged warning about the target. The person is followed around 24/7. Foot patrols and vehicle patrols are used to follow the Individual around, as part of the monitoring process. During these patrols a one handed sign language is used to assist the citizen informants with communicating to each other. They will use this to silently communicate to any business the target enters, or other areas.

Many times on the news you hear a report about a shooting, killing or violent incident and the person at the heart of the incident is passed off as mentally ill, and the society reacts by creating additional laws to protect themselves from the mentally ill.
What many in society still do not understand or realize is that there is a dark side to many of those shootings and violent incidents, there is a dark side that society would rather not have you know about. A dark side that happens masked just below the public’s eye and awareness, but that is often very real and traumatizing for the Targeted Individual.
In many of these cases if you look deeper into these incidents you will often discover that there was more to the story. Before the target had a history of “mental illness”, the target often had complaints of mobbing, bullying, or harassment of some kind. Often times the Target might not even have a term to go with the form of harassment that is happening to them. They often describe individuals around them, or even complete strangers as being mean, taunting, doing little incidents to provoke them. Many of these targets have complained for years about the targeting, but with each successive complaint their actions are often passed off as mental illness. Their very real concerns that some type of organized or systemic harassment, is happening around them often goes unheeded, unheard, and the target might even be forcefully committed by concerned family. When the reality is that the target has been exposed continually overtime to a psychological operation of harassment and provocations, that would be capable of breaking down most of the sane of individuals.
Yes. Good to pay attention to wordings. Gang stalking is a vicious, cowardly form of serial torture and murder of an innocent victim. When I see postings informing me that it is actually an alternative form of justice or an investigation or control, I know that the person posting thinks that a vicious rape is a form of justice and wants me to think that too and tell others it is so. If you agree that murder and rape and backstabbing are justice, go ahead and use their language. Otherwise, if you think that they are the most heinous and depraved crimes, make sure that you use language that is truthful and not full of malicious lies.

There is enough information online about what is really happening, the problem is legit targets are being told to go after Stalking laws, and to cheer on cases about stalking, but this is not about Stalking in the normal sense of the word, unless you count what went on in the former East Germany as normal stalking.
There are some who want to make sure the government angel get’s buried or not discussed, but the reality is, that is what is behind this, and those who expose that get targeted even more so.
I think if people keep having conversations about virtual strangers stalking people it will never change. The truth is this is state sponsored and only by coming at it from that angle can truth start to prevail.

Thank you for the posting. I think it is important to use language accurately. Gangstalking may purport to be an investigation, but it is not. It is the defamation of an innocent person by criminals who are serial torturers and killers. It is not about control or punishment. It is about practicing serial murder. Stop offending the intelligence of those who are targeted by this atrocity. Descriptive language is of no use if it is full of total lies. We can only wonder who puts up such websites.

I think that we need to get together and get some HUGE class action suits going. If I were to get 10 million, it would in no way cover the value of what my family and I have endured. However, it would be helpful.
It seems rather odd that the U.S. spends hundreds of millions dollars on directed energy weapon research and development but there are no such thing as directed energy weapons that actually work. The potential for abuse by anyone who has a score to settle should show the need for laws to protect the general population from miss use of this type of technology.
My advice is if you are being electronically harassed and stalked dump your cell phone. Carry a small digital camera with audio and video capability. It will stop the public mobbing. First and foremost do not react to these people. They are constantly looking for signs their juvenile mind games are working. The best way to ruin their day is to be happy and go on with your business and not let them disrupt your life. As far as protecting yourself a couple of mirrors may do the trick. Lasers are often the culprit and can easily be redirected with a mirror. You may want to check out eccosorb which is used to shield against microwave radiation in industrial and security applications. Remember don’t spend a lot of money on shielding. Layering with different types of materials will be the most effective in the long run because they will try a different approach once they find what they are doing no longer works. As far as keeping your home from being broken into most locks either have master keys available or can be bumped. Secure all windows on lower and upper levels with keyed window locks. Secure all doors except one with jam bars. Doors secured with jam bars can no longer be opened if the locks are picked. Put a high security lock on your main door. Place a hidden surveillance camera on that door on the inside where it can’t be tampered with easily. You can’t keep someone out who is determined to break in but at least they will leave evidence of a forced entry behind for a police report. If you have a trusted friend let them know you are being harassed and ask them to keep an eye out for any suspicious activity around your home or car. I hope you find this information helpful.
If perps can enter your home if you should ever sleep, even for half an hour a night, vandalizing property, poisoning your clothing and furniture with chemicals and tainting your food, how can you possibly protect yourself, unless you have several TIs living on your premises. Those who dismiss this approach cannot be getting attacked and tortured with directed energy weapons.

The best way to protect yourself is by carrying a camera and audio recorder at all times. This is a very effective tool for logging any type of gang stalking activity. This will help you build a case. Many cases of harassment are settled out of court for large dollar amounts. The reason why is that the case if it goes to court will cost the contractor money and will blow there cover. And usually the stalkers freak out when they see a camera. I like to use covert recording to record the action better since they tend to run away when they know they are being recorded.

It’s one foot in front of the other, every day, being who I am – I just can’t be anyone else but who I am. (I am an ordinary middle aged lady, so I’ve had practice in knowing who I am.) Well I can’t really advise on how to tell who is a TI and who is not. I’m probably quite naive on that whole issue. I think that very many (if not most) of the people who cross paths with me during the day are “perps”.
I do think that many people in our real life communities feel they need to “go along” with whatever it is they have been asked to do (some gesture or whatever). For them (and for the others) I carry forgiveness all the time. And of course there are many other reasons I’m sure for while people participate (as discussed on various sites).
As far as mercenaries and patrols (re: communal iving)- this I can’t really see. Connecting with other people, thinking about proactive plans to help others and ourselves – yes this fits with what I think we need to do. The FFCHS website has local contact info., and it appears some form of local support available.

Thanks for your post. I believe that possibly all posts are put up only by perpetrators. However, I have not made my final conclusion.
I would like to know why there is almost no emergency protocol anywhere on the internet explaining how targets can protect themselves. If perpetrators are the only ones who post, that would explain why.
Targets need to network to save their lives. First they need to identify who is a target and who an imposter. Lie detector tests taken regularly may help to determine who can be trusted.
Targets can pool resources, such as housing. Communal living will make it possible to have people sharing patrol of premises twenty four seven.
Targets can purchase protective equipment and materials and share them. They can hire mercenaries to protect them and they can put together equipment that will disarm DEWS. These are the sorts of suggestions I would like to see widely posted on the web. However, the fact that I do not see any such thing makes me wonder.
I have not yet come across any TI and I do not know how to go about finding one.

It was only recently that I realized that what I have been experiencing for over 1 year is actually a “silent holocaust” affecting many many people. I believe that my situation started with a terrible lie, which tripped off federal investigation(s), then transitioned into a pretty large “classical” (by what I read) form of organized stalking. I live in Queens, NY . I travel around in my car in the course of my work, and do have a very large entourage and lots of “street theater” (Hi stalker guys and gals.)
I really appreciate what the TI community shares, and believe (no, am certain) that we will prevail.

The people involved in these crimes are practicing SERIAL :slander, chemical assaults, break-ins, thefts, vandalisms and murders. We need to be careful about language because an atomic bomb is not a mosquito bite. Some of the language would diminish the hugely malevolent and evil nature of this mass serial torture and murder. Those running this system think of themselves as heroes, but are the most depraved beings in all of creation.
Many private detectives (former government employees; police, FBI etc. and those who have experience with CONFIDENT INFORMANT SYSTEM) have used “credible informants” to start the harassment on behalf of their clients to destroy their adversaries.
Is it becoming a huge organized criminal business where informants are paid well and enemies are destroyed using government paid anti-terror program.
Google “Jiverly Wong letter” this guy was set up by a confidential informant accusing him of crimes he never commit resulting in 13 dead innocent victims.
The citizens of America should raise their voice to re investigate this mass murder case and charge the confidential informant and the person or persons who handle the C.I.’s case with wrongful dead of the 13 innocent victims.
The victim’s family should be informed of the gang stalking activities was the cause of their love one death and file claims against all that were involved.

Not listening to the dis-info or whatever the h it’s called. I do not believe that it’s difficult to prove.
This is criminal activity – Period — no matter who is holding the stick –which again is a maze
It is organized harassment – and it is pre meditated murder which requires the same effort by the appropriate DA/legal arm whether it is local or state.
Put it in writing and record your telephone calls. The DA tried to write me off as having emotional issues — I told him I had a multiple personality disorder — one personality for each of the perps — I also told him it was their projection. I also stated with complete confidence that surviving an assault of this magnitude indicates the strength of my person. This I give to all TI’s.
The difficulty for me was being overwhelmed — it is a literal assault on a person’s dignity, normalcy, reality. It is unconstitutional and it is HUGE.
Our TI network needs work — to be strengthened – consolidated for our own best interests
This is criminal — and do not permit our public servants to discount you.
It blew me away for well over a year and I really am both emotionally strong and resourceful. I strongly recommend finding humor because it will help YOU.
The nature of this strategy is geared to create diminished self esteem via self doubt – feelings of helplessness, isolation, etc., etc…… That is it’s purpose.
We are entitled to action under the law. Get over the details, but do write them down. I’ve simply accepted it so that I can do something to terminate it. In essence, I’ve chosen to discard my emotions (just call me Mr. Spock) so that I can function.

We the people need to petition Congress for a full investigation. We also need to bring awareness into the communities and create local support networks. The information is so spread out. How? I’ve been very active in getting the word out — Twitter is great. I reference sites such as this that provide clear and intelligent information. The Twitter network is huge. It is imperative that targets present their information to local law enforcement, in writing. This includes the County/State – DA and Attorney General – This is ORGANIZED CRIME – PERIOD and we are ENTITLED to protection under the law. I had gone through this well over a year ago. Now, armed with knowledge, I am doing so again.
Keep a time line, write down license plate numbers and take pictures — they will mimic you — but who cares — it’s just one of the strategies of intimidation (mimicking) or write down descriptions of the perps. Learn the tactics — it is a very methodical strategy — once you know what their strategy is, you will be able to laugh at them — I pretend I’m playing “Simon Says” — I’m Simon (so much power) and they the simpletons following me.
There is a group called Survivors in Action which may be helpful. I personally found the Psychological Harassment Information Association extremely helpful — again knowledge is power.
Also report your situation to the DOJ —

More information will be put out about gang stalking. I have spent some time investigating it myself and more info will be posted in many more blogs and forums such as yours. Gang stalking will become a major news item in the future.
